- Preheat the oven to 375°F (190°C) and prepare a 9x9-inch baking dish with grease or parchment paper.
- In a large bowl, combine the ground beef, breadcrumbs, milk, egg, ketchup, garlic powder, onion powder, salt, and pepper. Mix gently until just combined.
- Spread the meat mixture evenly across the bottom of your baking dish. Bake uncovered for about 20-25 minutes.
- Warm the mashed potatoes, stir in the sour cream and butter, and season with salt and pepper.
- Spread the creamy mashed potatoes over the meatloaf layer.
- Sprinkle the shredded cheddar cheese evenly over the top. Bake for another 10-15 minutes until the cheese is melted and bubbly.
- Let rest for 5-10 minutes before serving. Garnish with chopped parsley if desired.
